More detailed documentation will (probably) be there soon, but for now do the following:
  • download the release
  • unpack the .zip archive
  • read the readme.txt file to understand which .exe file is your one
  • run it from the Windows command line shell with the -help option
  • read the output
  • enjoy
Here are some examples:

nlmtool.exe -help
prints help

nlmtool.exe
prints all currently connected networks (if any)

nlmtool.exe -disconnected
prints all currently disconnected networks (if any)

nlmtool.exe -disconnected -ipv4 any -ipv6 any
prints all known networks (if any)

nlmtool.exe -ipv4 internet
prints all networks (if any) that have Internet connectivity over IPv4

nlmtool.exe -ipv4 internet -ipv6 any
prints all networks (if any) that have Internet connectivity over IPv4 (the same as previous example)

nlmtool.exe -ipv4 internet -ipv6 internet
prints all networks (if any) that have Internet connectivity over both IPv4 and IPv6 (probably an empty set still :)

nlmtool.exe -setcategory private
prints currently connected network(s) and changes its/their category to Private (requires elevation)

nlmtool.exe -disconnected -setname "Old Network"
prints currently disconnected network(s) and changes its/their name to "Old Network" (may require elevation)

nlmtool.exe -disconnected -category private -setcategory public -setname Untrusted -setdescription "Untrusted network"
prints currently disconnected private network(s), changes its/their category to Public and name/description to "Untrusted"/"Untrusted network" correspondingly; if run as non-admin user, -setcategory will fail but -setname and -setdescription may succeed
